Cool Texas: A 12-Step Plan for Meeting Texas Energy Needs

In April of 2008 the Lone Star Chapter of the Sierra Club unveiled a preliminary “12-Step Plan” for a “Cool Texas” with the goal of meeting the electric power generation needs of the state while reducing carbon dioxide emissions. The 12-Step Plan was authored primarily by Chapter Conservation Director Cyrus Reed, with input from the Chapter Energy Committee and other Chapter staff and volunteer leaders. The Plan is a joint production of the Chapter and the Texas Center for Policy Studies, of which Reed was formerly the Executive Director.
